222.3 - Retirement
Program for Administrators (Employed Prior to July 1, 1997)
It shall be the policy of
the School District of Fort Atkinson to make it possible for administrators to
retire who are at least fifty-five (55) years of age, are currently employed in
the District, and have been so for at least the last ten (10) years.
Written notice of intent
to retire shall be submitted to the District administrator on or before
February 1 prior to the school year in which the retirement is to become
effective.
The Board of Education
shall pay the retiree deferred compensation in the amount of $3,000 per year
for a period of five (5) years or until the retiree dies, whichever occurs
first, up to a maximum of $15,000. The
stipend will be payable monthly. The
retiree may participate in the group hospital-medical insurance at District
expense until the retiree is eligible for Medicare or until the retiree dies,
whichever occurs first. The retiree may
further participate in the hospital
-medical insurance after
this period but shall pay the full annual premium. The premiums for such insurance shall be paid
by the retiree to the District business office, in advance, on a quarterly
basis. Said payments are due on or
before the fifteenth (15th) day of September, December, March, and June of each
year. In the event of a retired
employee’s death, the employee’s spouse may participate in the group
hospital-medical insurance program at his/her own expense until the spouse is
eligible for Medicare, provided this is acceptable to the District’s insurance
carrier.
The Board of Education
reserves the right to grant or deny any or all applications, based upon the
needs of the District.
This policy shall go
into effect July 1, 1997 and shall apply to those individuals whose initial
date of hire as a certified employee of this District is prior to July 1, 1997.
The School District of
Fort Atkinson does not discriminate in employment on any basis protected by
federal, state or local laws.

225 - Evaluation
of Administrators
Every administrator in the
District will be evaluated in writing on an annual basis by the District
administrator or his/her designee. The
annual evaluation may be reviewed by the Board at its discretion. The District administrator shall notify the
Board when administrative evaluations have been completed.
The District administrator
shall be evaluated in writing on a semiannual basis by the Board of
Education. At least one evaluation per year shall be in writing. The District administrator shall provide
reflections on relevant matters occurring between evaluations to the Board of
Education prior to each evaluation.

manager, principals, assistant principals and any other administrative
personnel who may be employed to carry out the objectives of the school system,
upon recommendation of the District administrator and approval of the Board.

231 - District
Administrator
The District
administrator is the chief administrative officer and is directly responsible
to the Board for the execution of its policies.
The District administrator is responsible for all aspects of the
District operation.
The District administrator
will be appointed by the Board and the initial appointment shall be for a
two-year period.

232 - Business
Manager
The business manager is
directly responsible to the District administrator for the administration of
all business affairs. The business
manager is empowered to act for the District administrator in the District
administrator’s absence.
The business manager shall
assist all Board members in the performance of their duties. The business manager shall assist the clerk
by administering regular and special Board and referendum elections.
The business manager shall
assume other responsibilities as assigned by the District administrator.

The principal is the
chief administrative and instructional officer of the building. The principal is responsible within his/her
building for the administration of the District’s educational programs and the
District’s policies.

251 - Administrative
Organizational Plan
The District administrator
shall establish clear understandings on the part of all personnel of the
working relationships in the school system.
Lines of direct responsibility shall be those approved by the Board and
shown on the District’s organizational chart (Exhibit 251).
Personnel shall be expected
to refer matters requiring administrative action to the administrator to whom
they are responsible. That administrator
shall refer such matters to the next higher administrative authority when
necessary. Additionally, all personnel
are expected to keep the person to whom they are immediately responsible
informed of their activities by whatever means the person in charge deems
appropriate.
The
District administrator may revise lines of responsibility and the
organizational chart subject to Board approval of major changes and the
elimination or creation of positions.
The Board expects the District administrator to keep the administrative
structure current and to promote accountability throughout the school system.
